Switch to text select tool does not work sometimes

When Tools.Tool.ENABLE_AUTO_SWITCH is set to true and the mouse pointer is hovering over some text, then the tool should switch to Tools.ToolNames.TEXT_SELECT. This does not always work however. Please guide how to debug and fix this problem. Is there a way to detect whether mouse if hovering over some text? I can implement this myself if so. Please guide. Thanks

I noticed that the auto switch does not work when a sticky annotation is selected. It works fine otherwise. If this is intended behavior, can it be disabled? Let me know. Thanks
