Q: Will your PDF library, allow me to change the art,trim, crop and
media boxes? Will it allow me to move all the content to change the
position on the page also?

A: You can use PDFNet SDK (http://www.pdftron.com/pdfnet) to change
the art, trim, crop and media box as well as any other property in
PDF. You can also shift all the content on the page by adjusting these
boxes. As a starting point you may want to take a look at Rect test
sample project:

Instead of page.Get/SetMediaBox() you can also more generic page.Get/
SetBox() method.
