I want to know if there is any way to create a PDF document from an XFDF file? The sample codes show how to merge an FDF/XFDF to an existing PDF. But I want to create a new PDF file from an XFDF file. Please let me know if there are any methods available to do that.

XFDF usually carries stuff such as annotations/markup, associated notes, and/or forms info.
This info is usually semantically tied to a target document, so it is unclear what you are trying to accomplish?
You could potentially programmatically create a blank PDF them merge XFDF, bug again its unclear if this is what you are after?
